Safe and Quality Edible Oil for Health Protection: Expert Dialogue

On Tuesday, July 7, 2026, a roundtable discussion titled “Safe and Quality Edible Oil for Health Protection: Expert Dialogue” was held at the conference room of Hotel Holiday Inn in Dhaka, organized by the National Heart Foundation of Bangladesh. I had the honor of moderating the session. (Mustak Iftekhar)
The dialogue brought together academics, scientists, researchers, representatives from oil refineries, regulatory agencies, and policymakers.
Professor Moloy Kanti Mridha of BRAC University noted that while household dependence on loose (unpackaged) edible oil has decreased—now affecting about 49% of families—its use has increased in the food processing industry and in hotels and restaurants.
Public health experts stressed the importance of ensuring safe, high-quality, vitamin A–fortified edible oil across the entire supply chain—from crude oil imports to retail sales. They urged the adoption of opaque, food-grade packaging instead of transparent containers, to preserve the vitamin A content.
Professor Liaquat Ali, Chairman of Pathikrit Foundation and former Vice-chencellor, explained that different types of oils have different effects on human health. He emphasized that lifestyle, diet, and cultural changes all play a major role in public health, and more research is needed in this area.
Mr. Sultan Alam, Joint Secretary of the Ministry of Industries, pointed out that many DO (delivery order) dealers still transport edible oil in chemical drums, and there is no effective system to detect this. He said that stopping the use of such drums would improve product quality.
At the end of the discussion, several recommendations were made:
Strengthen coordination between refineries and regulators to ensure 100% opaque, food-grade packaging.
Make it mandatory to display a “Food-Grade” symbol on oil packets.
Control the use of loose oil in food processing industries, hotels, and restaurants by issuing and SRO under Section 8 of the Vitamin A Fortification in Edible Oil Act, 2013.
Require heavy metal testing at ports during crude oil imports.

Technical Advocacy Seminar on Edible Oil Packaging Development for Preserving Fortified Vitamins, organized by the Consumers Association of Bangladesh (CAB) in collaboration with the National Heart Foundation of Bangladesh on 28 June 2026.

The program focused on strengthening edible oil fortification initiatives through improved packaging solutions to preserve fortified vitamins and ensure nutritional quality reaches consumers effectively. Representatives from relevant public and private sector stakeholders participated in discussions on food safety, quality assurance, regulatory compliance, and sustainable fortification practices.

Food Engineers Association’s Secretary Engr. Khandker Raqibul Islam recommended introducing 8 kg and 16 kg coated tin packaging for edible oil to gradually replace plastic drums in the retail market.

The recommendation was presented as a sustainable packaging initiative aimed at improving product protection, supporting the preservation of fortified vitamins, enhancing food safety and quality, and reducing the environmental impact associated with plastic packaging in the edible oil supply chain.

Unsafe food is costing Bangladesh USD 3.5 billion annually, experts revealed at a seminar organized by the Bangladesh Food Safety Foundation (BFSF) on World Food Safety Day 2026.

Speakers warned of rising risks from street food, harmful additives, and poor agricultural practices, urging data driven monitoring, stronger labs, and preventive healthcare investment.

A Declaration called safe food a fundamental right and demanded training for street vendors, traceability of raw materials, and food safety education in schools.

The event also unveiled the Foundation’s second year first issue of “Safe Food Dialogue.”

সিভি বাছাই পর্বে কারা টিকে আর কাদের চাকুরি কনফার্ম হয়?

যোগ্যতা অনুযায়ী সঠিক যোগ্য জায়গায় সঠিক ব্যাক্তিকে কাজের সংস্থান করাই আমাদের উদ্দেশ্যে। কেউ আমাদের ভাই বোন আত্নীয়স্বজন নও। নিজেদেরপকেটের টাকায় ৭ বছর ধরে ল্যাব, মিনি কারখানা সেট আপ করে দিয়েছি কাজ শেখার জন্য। যারা এসেছে শিখেছে তারা ভালো জায়গায় আছে। কলেজ ইউনিভার্সিটির শিক্ষা দিয়ে সবার ভালো জায়গায় চাকুরি হয়না। এর জন্য দরকার স্কিলস ডেভেলপমেন্ট এবং প্রফেশনাল ট্রেনিং, আর যারা মেধাবী তাদের জন্য সারা দুনিয়া উন্মুক্ত।

আমরা কিভাবে সিভি বাচাই করি? যারা ফিয়াব সদস্য তারা অগ্রাধিকার তালিকায় থাকে।

ফ্রেশার মানে ফ্রেশার, যাদের সেক্টর অনুসারে ট্রেনিং করা আছে, প্রোডাক্ট সম্পর্কে ভালো নলেজ হ্যান্ডঅন স্কিলস আছে। সাথে Food Safety Hygiene GMP training আছে তাদেরকেই আমরা শর্টলিস্টেড করি।

আমরা শুধুমাত্র ১ টা পদের আবেদন বরাবর ৩টি সিভি পাঠাই, যাদের বাছাই করে পাঠাই তারা যেনো চাকুরি কনফার্ম করে আসে তেমন ক্যান্ডিডেটই পাঠাই। অযথা কাউকে পাঠিয়ে সময় জলে ফেলার মতো সময় আমদের কাছে নাই।
১। প্রথমত ফিয়াব ফাউন্ডেশনে যারা কাজ শিখেছে তাদের থেকে বাছাই করি। তবে ভালো জবে যারা আছে তারা বাদে। (এখন কাজ শেখানো বন্ধ)
২। যারা চাকুরিতে আছো ফিয়াব ফাউন্ডেশনে ISO HACCP GMP TRAINING করেছো তাদের থেকে সিভি নিই। আর ট্রেনিংয়ের সময় ২-৩-৪ দিন কথা বলেই বুঝতে পারি কে কোন পজিশন/কোম্পানীর জন্য যোগ্য।
৩। বিভিন্ন রেফারেন্স থেকে কলেজ ইউনিভার্সিটি থেকে সিভি নিই যাদের বিভিন্ন প্রফেশনাল ট্রেনিং করা আছে।

কোম্পানীগুলো সিভি বাছাই করার ক্ষেত্রে তাদেরকেই বাছাই করেন যাদের প্রফেশনাল ট্রেনিং আছে। আজকের দিনে শুধুমাত্র শিক্ষাগত সনদ চাকুরি পাবার জন্য যথেষ্ট নয়। যারা ভালো রেজাল্ট করো তাদের সু্যোগ হয়ে যায়। কিন্তু বাকিদের চাকুরিতে নিজেকে প্রমাণ করতে হলে নিজের দক্ষতার প্রমান দিতে হয় নিজেকে জাহির করতে হয় সবার চেয়ে আলাদা করে। প্রফেশনাল ট্রেনিং যাদের আছে তারা সিভি বাছাইপর্বে টিকে যায়, আর যাদের স্বক্ষেত্রে দক্ষতা আছে তারাই ভাইভাতে টিকে যায়। আর বেতন কাঠামো মিলে গেলে চাকুরি কনফার্ম করে।

WFSD-2026-Extensive discussions were held on ISO 22000, HACCP, GMP, and the importance of training for global career development in the food sector.

On the occasion of National Food Safety Day 2026, the Food Engineers Association of Bangladesh Foundation (FEAB Foundation) organized a program where extensive discussions were held on ISO 22000, HACCP, GMP, and the importance of training for global career development in the food sector.

Safe food is not only a public health issue but also an economic imperative. Food safety goes beyond disease prevention:
Unsafe food undermines public health,
Reduced public health lowers productivity, and
Declining productivity places a burden on the national economy.
Being a Health Economist, I must reiterate “Prevention is always more cost-effective than treatment, and food safety is a prime example of this principle.”

The discussions highlighted that training remains the most neglected yet most critical investment. Experience shows that while laws and standards may exist, systems fail without adequately trained human resources and supporting infrastructure. Speakers emphasized that food safety training is not limited to factories and laboratories; it must also include management, quality assurance teams, and policymakers. Effective training transforms compliance into genuine commitment.

Sincere appreciation is extended to the FEAB Foundation for organizing such a timely and high-quality seminar. The session was moderated by Engineer Khandaker Rajan, Secretary General of the Foundation.

ঢাকা, এপ্রিল ৩০, ২০২৫: এক ঠিকানায় সকল নাগরিক সেবা পৌঁছে দিতে প্রধান উপদেষ্টা কার্যালয়ের উদ্যোগে আসছে নতুন সেবা আউটলেট “নাগরিক সেবা বাংলাদেশ” যার সংক্ষেপিত রূপ “নাগরিক সেবা”।

শুরুতে প্রায় একশ সেবা দিয়ে এই কার্যক্রম শুরু হবে জানিয়ে প্রধান উপদেষ্টার বিশেষ সহকারী ফয়েজ আহমদ তৈয়্যব জানান, ন্যাশনাল ইন্টার-অপারেবিলিটি ফ্রেইমওয়ার্ক এবং ডেটা গভর্নেন্স কাঠামো গঠন ও কার্যকরের পাশাপাশি, ডিজিটাল ট্রান্সফর্মেশনে গতি বাড়বে এ টি উদ‍্যোগ।

একই সাথে সেবা সংখ্যা দ্রুত বৃদ্ধি পাবে জানিয়ে তিনি বলেন, স্বাধীন উদ্যোক্তাদের মাধ্যমে ‘নাগরিক সেবা’ কেন্দ্র পৌঁছে যাবে বাংলাদেশের সব শহরে, সব গ্রামে এবং ওয়ার্ডে।

উল্লেখ্য, ‘নাগরিক সেবা’ কেন্দ্রে আবেদনের পরে নাগরিকে আবেদনের জন্য ‘প্রিন্টেড পেপার’ নিয়ে কোনো সরকারি বা আধা বেসরকারি অফিসে যেতে হবে না। বরং সেবা কেন্দ্রের সাইট থেকে অনলাইনে জমা দেয়া অবেদন সরাসরি ট্র্যাকিং নাম্বারসহ সংশ্লিষ্ট অফিসে পৌঁছে দেয়া হবে। এর পেছনে কাজ করবে একটি শক্তিশালী ও নিরাপদ সার্ভিস বাস। ন্যাশনাল সার্ভিস বাস মন্ত্রণালয়গুলোর মধ্যে ইন্টার-অপারেবিলিটি নিশ্চিত করবে।

তিনি বলেন, প্রস্তাবিত ডেটা গভর্নেন্স এন্ড ইন্টার-অপারেবিলিটি অথরিটি তথ্য লেনদেনের মান, উপযোগিতা, গোপনীয়তা এবং সাইবার সিকিউরিটি দেখভাল করবে।

‘নাগরিক সেবা ইউজার ইন্টারফেইস হিসেবে একটি সিঙ্গেল সার্ভিস পোর্টাল বা ওয়েব সাইট তৈরি করবে এবং সাথে সাথে থাকবে সুপার অ্যাপ। এই পোর্টাল ও ওয়েবে থাকবে সকল সেবার সিঙ্গেল গেইটওয়ে, বিলিং এগ্রিগেটর এবং পেমেন্ট গেইটওয়ে,’ বলেন ফয়েজ আহমদ তৈয়্যব।

তিনি জানান, ‘নাগরিক সেবা’ কেন্দ্রের উদ্যোক্তাদের থাকবে সুনির্দিষ্ট ব্রান্ডিং, ইউনিফর্ম, পরিচয় শনাক্তকারী কার্ড এবং সরকার কর্তৃক প্রদত্ত সনদ।

তিনি বলেন, ‘নাগরিক সেবা’ কেন্দ্রের জন্য সরকার ইন্টারনেট প্রদানকারী কোম্পানিগুলোকে উচ্চগতি ও উচ্চ মানের ব্রডব্যান্ড ও মোবাইল ইন্টারনেট সেবার নির্দেশনা জারি করবেন। থাকবে নির্দিষ্ট প্রাইস প্ল্যান। পাশাপাশি ট্রেনিং এবং যাচাই-বাছাই পরিক্ষায় নির্বাচিত উদ্যোক্তাদের প্রদত্ত সনদের বিপরীতে অন্তত ৪টি কম্পিউটার, ফার্নিচার, ব্যান্ডিং এর অনুকূলে দোকান সাজানো সহ আনুষঙ্গিক খরচ যোগাতে সহনীয় সুদের ফান্ডিং এর জন্য ফাইনান্সিয়াল হাইজ কিংবা ব্যাংক এগুলোর সাথে আলোচনা করবে। তবে প্রাথমিকভাবে নাগরিক সেবা কেন্দ্রে উদ্বুদ্ধ এবং বিনিয়োগ সহজ করতে সরকারি জেলা উপজেলা ইউনিয়নের সরকারি আধাসরকারি অফিস, পোস্ট অফিস, বিটিসিএল অফিস ইত্যাদিতে কো-ওয়ার্কিং স্পেইস তৈরির বিবেচনা নিবে।

তিনি বলেন, সরকার জনসেবামুখী বাংলাদেশ গড়ার লক্ষ্যকে সামনে রেখে এই নতুন যুগান্তকারী উদ্যোগ গ্রহণ করছে । এটি একটি নতুন প্রজন্মের সরকারি সেবা প্ল্যাটফর্ম, যার মাধ্যমে দেশের প্রত্যন্ত অঞ্চলসহ সব জায়গার মানুষ সহজেই সরকারি অফিসে না এসেই বিভিন্ন সরকারি সেবা গ্রহণ করতে পারবেন। বাংলাদেশে অসংখ্য নাগরিকের কাছে এখনো ডিজিটাল ডিভাইস নেই, যাদের পক্ষে অনলাইনে সেবা নেয়া সম্ভব না তাদেরকে সরাসরি সরকারি অফিসে এসেই সেবা নিতে হয়। ‘নাগরিক সেবা’ এর মাধ্যমে তারাও সহজেই নিজ নিজ এলাকা থেকেই সরকারি সেবা নিতে পারবেন।

‘নাগরিক সেবা’ বাংলাদেশ এমন একটি ব্যবস্থা, যেখানে প্রশিক্ষিত ও নিবন্ধিত উদ্যোক্তারা তাদের নিজ নিজ এলাকায় থেকে এই সেবা সরবরাহ করতে পারবেন। প্রধান উপদেষ্টার কার্যালয় এবং আইসিটি বিভাগ নিবন্ধিত উদ্যোক্তাদের ট্রেনিং এবং সনদ প্রদান করবেন। এর মাধ্যমে জনগণ আর দীর্ঘ লাইনে দাঁড়িয়ে বা বারবার সরকারি অফিসে না গিয়ে, নিজের এলাকার সেবাদানকারী এজেন্টের মাধ্যমেই প্রয়োজনীয় সরকারি সেবা নিতে পারবেন।

এ উদ্যোগের আওতায় থাকছে:

● নাগরিক পরিচয় পত্র, জন্ম ও মৃত্যু নিবন্ধন বিষয়ক আবেদন ● পরিচয়পত্র সংশোধন ও পুনর্মুদ্রণ ● ভূমি সংক্রান্ত তথ্য ও আবেদন, সিঙ্গেল ল্যান্ড সার্ভিস গেইটওয়ে ● নতুন পাসপোর্টের আবেদন, পাসপোর্ট নবায়ন ● অনলাইন জিডি ● আয়কর রিটার্ন আবেদন ● ভ্যাট চালান জমাদান আবেদন ● ট্রেড লাইসেন্স ও ট্রেড মার্ক আবেদন ● বিভিন্ন সামাজিক সুরক্ষা ভাতা ও অনুদানের আবেদন ● বিদ্যুৎ পানি গ্যাস সহ সকল ইউটিলিটি ● ড্রাইভিং লাইসেন্স, যানবাহন রেজিস্ট্রেশন নবায়ন ● শিক্ষা স্বাস্থ্য ও কৃষি সেবা ● ড্রাইভিং লাইসেন্স, যানবাহন রেজিস্ট্রেশন নবায়ন ● এবং অন্যান্য গুরুত্বপূর্ণ ডিজিটাল সেবা।

প্রধান উপদেষ্টার মতে এই উদ্যোগ শুধু জনগণের সেবা গ্রহণকে সহজ করবে না, বরং স্থানীয় পর্যায়ে কর্মসংস্থানের নতুন সুযোগ তৈরি করবে এবং উদ্যোক্তাদের জন্য একটি লাভজনক সামাজিক ব্যবসার দিগন্ত খুলে দেবে। শুরুতেই দোকান কিংবা কিয়স্কের মাধ্যমে সেবা দেয়া হবে, পরবর্তীতে যেকোনো ব্যক্তি ঘরে বসেই এজেন্ট-শিপ নিয়ে ডিজিটাল নাগরিক সেবা দিতে সক্ষম হবে। এই পর্যায়ে প্রফেসর মূহাম্মদ ইউনূসের ‘ভিলেজ ফোন লেডি’ কন্সেপ্ট ”সিটিজেন সার্ভিস পার্সন’ কিংবা ‘সিটিজেন সার্ভিস লেডি’তে নতুন রূপান্তরিত হবে।

উদ্যোক্তাদের জন্য আহ্বান: দেশের যেকোনো এলাকায় আগ্রহী উদ্যোক্তারা খুব সহজেই নাগরিকসেবা এজেন্ট হিসেবে নিবন্ধন করতে পারবেন। এর জন্য নাগরিকসেবা ওয়েবসাইটে গিয়ে অনলাইন আবেদন ফরম পূরণ করলেই হবে। আবেদন প্রক্রিয়া দ্রুত, সহজ এবং সম্পূর্ণ ডিজিটাল।

এটি শুধু একটি সেবা নয়— এটি একটি জনমুখী আন্দোলন, যার লক্ষ্য হলো সরকারি সেবাকে অফিস থেকে বের করে আরও সহজ, দ্রুত এবং হয়রানি মুক্ত করা। মানুষের কাছে আনয়ন করা।

আর অপেক্ষা নয়- ‘নাগরিক সেবা’ এর উদ্যোক্তা হয়ে নিজের এলাকাকে বদলে দিন! আমূল বদলে দিন বাংলাদেশের নাগরিক সেবার ল্যান্ডস্কেইপকে।
